Why does the municipality collect this data, and for what purposes are these data processed?
To keep the boulevard of Scheveningen safe and livable, it is essential to map the crowd levels. This public task has been assigned to the municipality to prevent unsafe situations and increase the livability of the area. For this purpose, the municipality uses smart cameras. This intelligent video system uses artificial intelligence to automatically count people. The images are immediately deleted after counting and are therefore completely privacy-friendly. This is what we call privacy by design. The system is deployed for the following purposes:
- Generating information about the crowd levels on the boulevard
- Registration of the number of people at different times and days;
- To support city planners and safety authorities.
The smart cameras are used in the following ways:
- Detecting and counting passersby on the boulevard;
- Identifying busy zones and potential bottlenecks;
- Generating insights into unusual crowd levels or accumulation of people.
The camera images are deleted after processing; only the counting data of the number of people is stored, and this is done completely anonymously. The cameras are specifically aimed at counting people and do not capture their identities.
Which personal data does the municipality process?
The system uses video images. The cameras are mounted on lampposts, at a height of 4 to 5 meters, and are directed towards the boulevard. Although the cameras capture passersby on the boulevard, their primary function is to count people. The AI system ensures that all images with people are destroyed within a few seconds. Only the counting data is stored, ensuring the privacy of the passersby remains protected.
What security measures are taken to protect my personal data?
The municipality takes strict measures to ensure that the counting data and the short duration of the video images are adequately secured:
- All video images are destroyed after a few seconds, leaving only the counting data.
- This counting data is encrypted to prevent unauthorized access.
- Access to the computer systems where these data are processed is strictly regulated. Only authorized individuals who have permission or are bound by a confidentiality obligation can consult these systems.
- Documentation and communication related to this project are classified and protected according to their sensitivity level.
The municipality adheres to the Baseline Information Security Government (BIO) for all security measures taken.
